There is a central facility for long-term storage of radioactive waste that serves the whole country: the Republican Waste Disposal Site (in Fayzabad region). It is a former Soviet Union Radon prototype II facility located in a mountainous area about 45 km east of Dushanbe, near the town of Fayzabad. The site was established in 1960, started operations in 1962 and was reconstructed in 1982. The facility is under the control of the City of Dushanbe, but is secured by the forces of the Ministry of Interior.
The facility consists of a buffer area and a restricted area (6 hectares) where the radioactive material is stored, partly in above - ground buildings, partly in underground disposal sites.
The main processes undergo at the Republican Waste Disposal Site are:
1. To prepare storage of open type: (first disposals from 1962 to 1990):
a) to concrete cargo hatch;
b) to carry out earth filling up to 1-meter height with the area 18x18m;
c) to make an awning under arisen hill against precipitation and fall out (for 50 years);
2. To carry out reprocessing of radioactive liquid 120 m3
3. To construct a monolithic barrier around controlled area ~ 900 n/m and to establish a secured alarm system (surveillance over site from control panel), infra-red emission.
4. To solve the issue of long-term storage or separate storage of high radioactive radioisotope generators “RTG’s” – 3 pieces and in transport container 1 piece which is in emergency condition (packed into concrete).
5. To solve the problem of permanent energy and water supply.
6. To change existing radio-dosimeter units of 1972-1987 to the new and modern ones.
7. To solve the issue of creating the own laboratory of RWDS for investigation of water, soil, and plants.
Through the bilateral projects with USA and UK Government - the State Institution "Radioactive Waste Disposal Site" was fully upgraded and reconstructed and currently it has modern equipment and facilities for the handling, transport and temporary storage of radioactive sources following the recovery of an orphan or vulnerable source; Additionally there is a Technical Services Department which is operated under NRSA which possesses with the most modern equipment and facilities.
The only disposal facility in the country is the Faizabad Radioactive Waste Repository which has been in existence since 1962. The facility consists of a buffer area and a restricted area (6 hectares) where the radioactive material is stored, partly in above ground buildings, partly in underground disposal sites. Sealed sources for disposal are placed in underground concrete vaults and then covered. The facility contains about 4.6 PBq of activity. Two wells in the rear of the facility are used for high activity sources. There is one underground, steel lined, concrete tank that contains approximately 130 m3 liquid waste. There are indications that the tank has breached and the ground water is moving freely in and out of the tank. There are two locations at the facility where radioactive waste was directly buried in the ground: a high activity Cs-137 source mixed with concrete, and animals used for medical experiments. There is a further series of concrete vaults that have been filled with radioactive waste other than sources.
