A Meeting of the Working Group on the Implementation of UN Security Council Resolution 1540
On November 11, 2021, in Gulistan city of the Sughd region, at the training center of the National Bank of Tajikistan was held an interagency meeting of the Working Group on the implementation of UN Security Council Resolution 1540. The meeting summed up the results of the implementation of the National Action Plan for the last 5 years. (2016-2021).
The meeting was attended by representatives of the Executive Office of the President, Ministry of Economic Development and Trade, Ministry of Foreign Affairs, Customs Service under the Government, Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan, Chemical, Biological, Radiological and Nuclear Safety and Security Agency of the National Academy of Sciences of Tajikistan (CBRN SSA NAST), as well as representatives of US Embassy in Tajikistan and the OSCE Program Office in Dushanbe.
The meeting started with the opening speech of the Director of CBRN SSA NAST, Dr. Ilhom Mirsaidzoda, where he welcomed all participants and introduced the program of this meeting.
After that, the floor was given to the representatives of the OSCE Program Office in Dushanbe, the US Embassy in Tajikistan and other representatives of state authorities of the Republic of Tajikistan.
Representatives of the OSCE Program Office in Dushanbe and the US Embassy in Tajikistan expressed gratitude to everyone for participating in this interagency meeting, and on behalf of the Deputy US Ambassador to Tajikistan, a letter of appreciation was presented to the Director of the CBRN SSA NAST for successful implementation of the National Action Plan.
The representative of the US Embassy in Tajikistan noted that the implementation of the National Action Plan on Resolution 1540 is a very important contribution by the State to the regional and international security.
Then, the Director of the CBRN SSA NAST, Dr. Ilhom Mirsaidzoda presented a detailed overview of the National Action Plan for the last 5 years.
Particularly highlighted those projects that have made a significant contribution to the regional security, including the equipment of borders with radiation detectors at the International Airport of Dushanbe, modernization of the Republican radioactive waste disposal facility, Construction of the Regional Training Center on Weapons of Mass Destruction Non-proliferation and Export Control for countries of Central Asia, the Caucasus and Afghanistan, Construction of the CBRN Regional Forensic center, where 16 laboratories will be located for virology, immunology, food safety, chemical and biological safety, serology, molecular diagnostics, Construction of the CBRN SSA NAST Branch in the Sughd region, equipping the Border Service and the State National Security Committee with instruments for detecting illegal traffic of nuclear and radioactive materials.
It should be noted that construction of the CBRN Forensic Center was supported by the Government of Dushanbe city and the OSCE Program Office in Dushanbe, and support is also planned from the International Atomic Energy Agency (IAEA), the Government of Norway and other International Partners to equip the CBRN Forensic Center.
During the meeting, the issues of remediation of contaminated areas with uranium waste were also discussed and was planned a visit to the Degmai tailing dump.
Plans are also outlined for the coming years, which include a series of events for customs officers and a visit of the Working Group to one of the CIS countries for practical acquaintance with the issues of licensing products subject to export control.
