JOINT ACTION PLAN ON COMBATING SMUGGLING OF NUCLEAR AND RADIOACTIVE MATERIALS
On 22 September 2010, a meeting was held in Conference-hall of “VEFA” center in Dushanbe between Government’s representatives of the United States of America and Tajikistan. During the meeting “Joint action plan on combatting smuggling of nuclear and radioactive material” was discussed.
The purpose of realization of present joint action plan is:
• Countries’ commitments to the principle of compliance with obligations assumed under multilateral treaties on the non-proliferation of weapons of mass destruction, to which they are party;
• Mutual desire to prevent the use of nuclear and sensitive materials and technologies for terrorist purposes;
• The need to strengthen capabilities to combat smuggling of nuclear and radioactive materials,
On behalf of the Government of the Republic of Tajikistan the representatives of the following ministries and authorities participated in the meeting:
• Ministry of Foreign Affairs
• Customs Service
• State Committee of National Security
• Ministry of Economy and Trade
• Ministry of Interior Affairs
• Ministry of Justice
• Ministry of Energy and Industry
• Nuclear and Radiation Safety Agency
At the end of the working day “Joint action plan on combatting smuggling of nuclear and radioactive material” was agreed taking into account comments and proposals from both parties. Implementation of 8 projects which will be funded by USA Government or International community directed to increase the capabilities of Tajikistan to prevent, detect, and respond effectively to attempts to smuggle nuclear or radioactive materials are foreseen once the Government of the Republic of Tajikistan will sign this joint action plan.
Possible assistance projects directed for satisfying top-priority Tajikistan needs in increasing its capabilities to combat smuggling includes such areas as: prevention, detection, response and anti-corruption drive.
