About us

On November 1, 2001, Tajikistan became a member of the IAEA, and the need arose to establish a regulatory structure in the field of radiation safety.
Based on the Government of the Republic of Tajikistan Decree No. 3594 (16.1-2) dated September 18, 2002, initially within the Presidium of the NAS of Tajikistan, the Atomic Energy Agency was established, and subsequently, on its basis, the Agency for Nuclear and Radiation Safety of the Academy of Sciences of the Republic of Tajikistan (ANRS AS RT) was created as a structural subdivision of the Academy of Sciences of the Republic of Tajikistan (Presidium Decree No. 112 dated December 25, 2002).
In 2003, in accordance with Article 6 of the Law of the Republic of Tajikistan "On Radiation Safety," the Government of the Republic of Tajikistan designated the Agency for Nuclear and Radiation Safety under the Academy of Sciences of the Republic of Tajikistan as the country's regulatory authority, responsible for implementing a unified state policy and coordinating the work of other authorized bodies.
According to the Resolution of the National Academy of Sciences of Tajikistan No. 117 dated November 5, 2021, the name of the Agency for Nuclear and Radiation Safety of the National Academy of Sciences of Tajikistan was changed to the Agency for Chemical, Biological, Radiological and Nuclear Safety of the National Academy of Sciences of Tajikistan (hereinafter the Agency).
In its activities, the Agency complies with the Constitution of the Republic of Tajikistan; the Laws of the Republic of Tajikistan "On Radiation Safety," "On the Use of Atomic Energy," "On the National Academy of Sciences of Tajikistan," "On Radioactive Waste Management," "On Ensuring Biological Safety and Biological Protection"; decrees of the President of the Republic of Tajikistan; resolutions of the Supreme Assembly (Majlisi Oli); decrees and instructions of the Government of the Republic of Tajikistan; Government Resolution "On the Procedure for State Regulation in the Field of Ensuring Nuclear and Radiation Safety"; regulations on the specifics of licensing certain types of activities; regulations on the Interagency Council on Radiation Safety; the Charter of the National Academy of Sciences of Tajikistan; the Charter of the Agency; and other acts and documents regulating the Agency's activities.
The Government Resolutions of the Republic of Tajikistan "On the Procedure for State Regulation in the Field of Ensuring Nuclear and Radiation Safety" requires the Agency to submit an annual report to the Government of the Republic of Tajikistan.
Based on Government Resolutions No. 133 and No. 134 dated March 29, 2019, the Agency has carried out national coordination on the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and their Destruction, and on the implementation of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and their Destruction; a national coordinator for chemical and biological safety has been appointed.
The Agency provides services related to radionuclide analysis of water, soil, air, food products, construction and other materials; workplace dosimetry; quality control of X-ray equipment; individual dosimetry for workers; inspection and calibration of dosimetric instruments conducted by the scientific research department of the technical support service; and offers training in radiation safety, nuclear forensic examination of materials, and more.
To fulfill its assigned tasks, the Agency cooperates with relevant ministries, departments, and institutions, taking necessary measures to ensure compliance with chemical, biological, radiological, and nuclear safety standards, according to the legislation and other international legal documents.
The Agency establishes requirements for the application of radiation protection principles for all exposure situations:
-
In planned exposure situations, each party responsible for protection and safety, where relevant requirements apply, shall not take any practical actions that are not justified;
-
In emergency exposure and existing exposure situations, each responsible party shall justify and implement protective or remedial actions to achieve the objectives set forth in the protection strategy;
-
In all exposure situations, each responsible party shall ensure optimization of protection and safety;
-
In planned exposure situations, excluding medical exposure, each responsible party shall ensure dose limits are not exceeded when applicable requirements apply.
The Agency establishes a regulatory system to ensure protection and safety, which includes:
-
Licensing processes;
-
Review and assessment of facilities and activities;
-
Inspection of users of nuclear materials and ionizing radiation sources;
-
Enforcement actions against users of nuclear materials and ionizing radiation sources;
-
Development of normative legal acts;
-
Providing information and consultations to interested parties and the public.
The Agency ensures measures for the maintenance, storage, and retrieval of appropriate documentation related to facilities and activities. This documentation includes:
-
State registry of accounting and control of nuclear materials and ionizing radiation sources;
-
Registry of professional education of workers handling ionizing radiation sources;
-
Knowledge management in nuclear and radiation safety;
-
Incident reporting journal for radiation accidents;
-
State registry of radioactive waste and spent nuclear fuel;
-
State cadastral of radioactive waste storage facilities.
